"Both the Congress and the Department of Health and Human Services (HHS),
under whose auspices the CDC operates and which also administers the Vaccine Injury Compensation Program, have acknowledged that reports to VAERS represent only a small fraction of actual adverse events. A study by the Agency for Healthcare Research and Quality (AHRQ), which also operates under HHS, found that adverse events from vaccines “are common, but underreported”, representing “fewer than 1% of vaccine adverse events”.
